How do you get the blur features to work?

How do you get the blur features to work?

Been trying almost 45 mins to blur the background. Found the buttons but can't figure out how to use them. Help???

Is this also how one would create a "fake" motion blur of a static subject?

Basically, yes, except to find a motion blur effect try searching for "motion blur" in the search box in the top right. I just had a look and there weren't any good motion blurs currently, so I've added one and it will show up in the gallery in a few days.
