I would like to know how this photo effect is created and are there any options to do this in Smart Photo Editor?

There's lots of thought put into making a photo like that, lighting composition, and perhaps most of all having the right place to shoot it. One of the things that particularly appeals to me about it is the use of colors, and that is something that SPE can help you with. I've uploaded an effect called Retro Romantic, which can take something with a neutral white balance and turn it into the same color scheme as that photo, as you can see with the attached examples. To use it, update your galleries, then use the search box in the top right to search for Retro Romantic (you can also find it under Purple).

Although I would have set the noise reduction of the Multi Color Match node to full, but thats something anyone can do when they use this effect of yours
