I see photos with this effect all the time - what is it?

Here is an example photo using an effect I see all the time and would love to apply something like this in Smart Photo Editor - what is it?

Try browsing the "Retro" gallery (it's found under "Style"), there's a couple of effects like that in there (Vintage postcard for example).
