Effects not found.

Every time I click on effects it just comes up with " all effects not found" please help! can I delete photo editor and reinstall it please?????

Yes, you can uninstall and reinstall. If you need the download for the software again, you can use the licenses page here: http://www.smartphotoeditor.com/licenses
It's strange that your effects library has disapeared. Could you look in the following directory to see if there are any files in it?
C:\Users\YOUR USER NAME\AppData\Local\PhotoEditor\global
