How to publish to the wider community

When in Smart Photo Editor I tried publishing my effort, which I linked to Watercolor, Blue, Purple and Yellow. Subsequently I was able to find the effect, which I labelled Watercolor, lagoon sunset_001 but after the title was (Local). So I assume it will not be available to the wider community. Do you have to register before publishing and, if so, how do you go about that?
