You can add effects to your favourites by clicking on the effect's gold star when in the gallery. This will add it to your favourites menu on the right once you have exited the gallery.

To see effect ratings (which include the gold star) in version 1.6 and above, you need to enable it from the Settings panel in the file menu.
You will also see any effect that you have shortlisted or applied recently in the recent list. You can move effects from the recent list into the favourites list by clicking on "Manage Favourites" in the bottom left of the Favourite Effects panel.
